I went to a very “pay to play” high school in terms of volleyball and other sports, and anyone could have gotten onto the team if they wanted to, as long as they met the most basic eligibility requirements. (A lot of it was surrounding the grades, class attendance, and getting the okay from a doctor after a basic physical.) I honestly think sports were a way to get students involved in something outside of school, and provide an incentive for maintaining good grades/attendance/good behavior.
